China’s agricultural products circulation industry is going through the unprecedented test during the challenging period of prevention and control of COVID-19 pandemic. In order to speed up the industrial transformation and upgrading, promote the development of agro-product circulation industry to the high-quality level and make a summary of the past months, China Agricultural Wholesale Market Association (CAWA) held the 2020 New Year Work Colloquium online on Mar 31, with the topic of “Be prepared for danger in times of peace, pursuing for high-quality development”. New Year Work Colloquium is known as "The First of the Year" meeting of agricultural distribution industry held each year after Spring Festival. In this annual groundbreaking gathering, CAWA's membership and relevant dignitaries will review the industry last year, study and analyze new phenomena and forecast the future trend next year. It has become a famous meeting in agricultural and circulation industry in China, which plays an important role in guiding the development direction for better future.


China Agricultural Wholesale Market Association (CAWA), approved by China’s Ministry of Civil Affairs and under the guidance of China’s Ministry of Commerce, is a nationwide industrial organization reaching 4A-level. Currently, CAWA has over 300 members, whose annual trading volume exceeds 100 billion RMB, in agricultural products wholesale market. Besides, CAWA keep close touch with near 1000 agro-produce wholesale markets, becoming the key platform for communication of sellers and buyers of China’s agricultural products.


Speakers are from Chinese government, industry associations, research institutions and enterprises, emphatically discussed the emergency measures of agricultural products circulation industry during COVID-19 epidemic. The meeting also discussed how to improve the modern operation capacity of China's agricultural products wholesale market, as well as issues related to the development of wholesale market and rural revitalization.

Na Shaoping, vice-chairman of CAWA, said that in order to overcome the difficulties brought by the epidemic, many CAWA members cooperated together and took a series of measures, such as reducing the entrance fee and the rent of merchants and providing low interest loans for merchants, to ensure the supply of agricultural products. At the same time, many merchants implement the new sales form of online order and delivery to the door of consumer community, which greatly facilitates consumers.


According to the statistics of CAWA, so far, the opening rate of China's agricultural products wholesale market has exceeded 99%, the operating rate of distributors in the wholesale market has exceeded 97%, and the operating rate of dealers in the agricultural retail market has reached 94%.


When China's agricultural products were hard to sell due to the epidemic situation, CAWA actively played the role of ‘information bridge’, timely released relevant agricultural product information through different ways and platforms, such as the Ministry of Commerce, the media, self-media, etc., to matching production and sales of agricultural products.

Fang Aiqing, Deputy director of the 13th CPPCC Economic Committee and former Vice Minister of the Ministry of Commerce, proposed three suggestions to the work of CAWA in 2020:


First of all, he suggested that CAWA should organize experts and enterprises to summarize the effective methods to ensure the supply of agricultural products during the epidemic, and make recommendations to the emergency plan according to the summary. Secondly, CAWA needs to analyze and forecast the market situation of agricultural products in the future and think about how to stabilize the supply of domestic and foreign agricultural products market. Thirdly, CAWA should take good advantage of big data information and digital transformation technology to ensure the smooth circulation and supply of agricultural products.


Mr. Fang also put forward three core contents for digital transformation of agricultural products circulation:


First, the Internet, the Internet of Things, Blockchain, Big Data, Cloud Computing, Artificial Intelligence, etc. need to be skillfully applied. Second, through digitalization, the personnel, goods, sites, vehicles and other elements in the circulation of agricultural products should be linked comprehensively with the chain of production, wholesale to retail. Third, on the basis of fully understanding and utilizing of digitalization, CAWA will achieve the ultimate goal of promoting innovation and improving efficiency of enterprises.

Ge Zhirong, deputy director of the Expert Committee of CCBD (China Council for Brand Development), former vice director of AQSIQ (Administration of Quality Supervision, Inspection and Quarantine), and former Counselor of the State Council, congratulated in writing on the successful opening of online meeting of CAWA, and proposed the following suggestions to the work of CAWA:

1. Keep our mission firmly in mind and strengthen measures to ensure the operation and development of agricultural product markets in the later days of the anti-pandemic campaign and in the second half of the year so as to serve people’s normal life.

2. Summarize the work experiences of the previous three months, publicize effective work models, and further explore innovations, such as online agricultural product circulation and other new practices.

3. In view of the fact that dealing with emergencies and related work will become normal things in future, it is essential to further improve the response mechanism, and transform practices into methodologies to guide and improve the response plans for emergencies.

4. Give full play to the role of a bridge connecting the government and markets, promote the development of the agricultural product markets in less development area, ethnic regions and border areas, and help reduce poverty and revitalize the countryside.

5. Further strengthen international cooperation, especially share experiences of developing agricultural product markets and responding to the pandemic with countries along the “Belt and Road”.

During the period of the pandemic, the circulation of agricultural products plays a vital role in containing the epidemic and ensuring supplies. In this regard, Liu Zhiren, senior consultant of CAWA, consultant of the State Council of China, researcher of China’s Rural Economic Research Center of the Ministry of Agriculture and Rural Affairs, says it is imperative to implement the new policies on logistics, and he recommends that the new policies on logistics should be placed at the top of national public polices. The first and foremost thing is to carry out higher, better and more stable targets. Agricultural products are not only related to the food safety, but also conducive to improving people’s nutritional level. He points out that there are still many shortcomings in the agricultural product industry, and this period could be used to overcome the shortcomings and fully promote the logistic development of large, medium and small enterprises to facilitate the two "one kilometer" of agricultural product logistics, making agricultural product logistic industry the vanguard of rural revitalization and poverty alleviation.


The pandemic is short-lived, but the development of market is long-term. Mr. Ma Zengjun, chairman of WUWM and CAWA, specifically proposed that after the test of the pandemic, we need to reconsider the development of wholesale markets beyond the epidemic; the emergency measures should be concluded into a system and integrated into our daily work; we need to learn from international experiences and strengthen the upgrading and transformation of the wholesale market digitization, as well as the policies related to cold chain logistics, so as to promote the development of cold chain from polices and directions; besides, we should promote the transformation of agricultural product markets, and help them serve as the core function of cities.


Mr. Ma expressed that CAWA will work together with the industrial experts and market participants and pay more attention to the analysis judgement of the current situation of industry, especially to the “smart market and integration of online and offline”.


Apart from the government officials, a large number of industrial experts, scholars and CAWA members were invited to exchange experiences and opinions. Affected by the COVID-19 pandemic, this meeting was hosted online, which attracted nearly a thousand of visitors and followers.
